• His Excellency Engineer Majed Sultan Al Mesmar serves as the Director General of the Telecommunications & Digital Government Regulatory Authority (TDRA) under Federal Decree No. 94 of 2021.

  • Al Mesmar is responsible for supervising the implementation of the TDRA mandates in accordance with the Telecommunications Law issued under Federal Decree No. (3) of 2003 as amended, which includes regulating the affairs of the Telecommunications Sector in the UAE, ensuring the creation of a fair competitive environment in the local market in line with the directives of the wise leadership, as represented in Decree No. (23) issued on September 27, 2020, amending certain provisions of the Law by Decree No. (3) of 2003 on the regulation of Telecommunications Sector, and adding the Digital Government to the TDRA responsibilities and name.

  • Al Mesmar has also been the chairman of the Board of Trustees of the ICT Fund since 2017, aiming to achieve rapid and tangible developments in the ICT Sector in the UAE. Assuming the position, Al Mesmar supervises the investments of the ICT Fund in financing education-related projects (preparing national resources to lead the digital future by financing scholarships in the ICT Sector) and supporting scientific research, national projects and technology incubators.

  • Al Mesmar has 30 years of experience in telecommunications, technologies, wireless networks, planning and development, project management, policies, strategies and regulations. He nationally worked in Etisalat Group (UAE), regionally in Mobily (KSA) and internationally in Etisalat DB Telecom India Pvt Ltd (India).

  • During his long professional career, Al Mesmar held several senior positions, including the Deputy Director General of the Telecommunications Sector at TDRA since 2010, Senior vice president for Special Projects (UAE) at Etisalat Group, Chief Operating Officer at Etisalat DB Telecom India Pvt Ltd, and Chief Technical Officer at Mobily (Saudi Arabia).

  • Al Mesmar serves as a member of the Policies and Legislation Committee of the Fourth Industrial Revolution (4IR) Council, a member of the Advisory Council of the Dubai Chamber of Digital Economy, and a member of the UAE Council for Artificial Intelligence and Blockchain. He is also a member of the Steering Committee for the Fifth Generation (5G) Technology, a member of the Higher Committee of the Mohammed bin Rashid Smart Learning Program, and is also a member of many other national-wide committees.

  • Al Mesmar was elected as the Chairman of the ITU Plenipotentiary Conference 2018, which is the largest ICT global event, and the highest authority in the International Telecommunication Union (ITU) held at the Dubai World Trade Center (DWTC).

  • Al Mesmar also chaired the World Summit on the Information Society (WSIS) in Geneva in 2018, and led the TDRA team to host the World Radio Conference (WRC-23) in the UAE.

  • Graduated in 1990, Al Mesmar holds a Bachelor of Science degree in Electrical Engineering from Northeastern University, Boston, Massachusetts, USA. He is also a graduate of Etisalat’s Future Leaders Program (2006-2008) in the C-Suite category, and a graduate of the Mohammed Bin Rashid Center for Leadership Development (MBRCLD), Government Leaders Category (2008-2010).
